Hon’ble Mr. VIKRAM VISWANATH
Mr. N. SIVASAILAM holds a Bachelor’s Degree in Mechanical Engineering from Delhi College of Engineering, the University of Delhi, an MBA from the Faculty of Management Studies, University of Delhi, a Master’s in Social Policy in Developing Countries from the London School of Economics, and a PG. Diploma in Intellectual Property Rights Law from NLSIU, Bangalore. He joined the Indian Administrative Service in 1985 (Karnataka) and superannuated in April 2020.
- SIVASAILAM last served as Administrative Member, Karnataka State Administrative Tribunal from 17th June 2020 till July 2024.
Prior to that, he was Special Secretary (Logistics), Department of Commerce in the Government of India. He was responsible for drafting the National Logistics Policy (NLP), a significant step in fulfilling the ‘Pran’ (Vow) of India being a developed country.
It is in this context that the Unified Logistics Interface Platform (ULIP) has been prepared as an integrated portal in which information about the location of goods can be obtained on a real-time basis with considerable ease. The National Logistics Policy was a unique example of Marathon intensive stakeholder consultations, discussions, and deliberations with industry, policy matter experts, and Ministries to finalize the policy, which would give India’s logistics sector a new direction and take it to greater heights.
The Policy was implemented through a Comprehensive Logistics Action Plan (CLAP). The interventions proposed under the CLAP were divided into eight key action areas: –
- Integrated Digital Logistics Systems
- Standardization of physical assets and benchmarking service quality standards
- Logistics, Human Resources, Development, and Capacity Building
- State Engagement
- EXIM (Export-Import) Logistics
- Service Improvement Framework
- Sectoral Plan for Efficient Logistics
- Facilitation of the Development of Logistics Parks.
This policy was then launched on 17th September 2022 by the Prime Minister, Shri Narendra Modi, with a clear goal: –
- Improve India’s ranking in Logistics Performance Index to 25-30 over the next 5 years
- Reduce the logistics cost from 16% of GDP to a global average of 8% by 2030. Improve efficiency across all sectors of the economy.
Earlier served as Special Secretary in the Department of Telecom in the Government of India. His earlier tenure in the Government of India was in the Department of Personnel and Training as Deputy Secretary.

He takes a keen interest in sports and music. He has professional interests in Entrepreneurship, Metro Rail, Telecom, and Logistics.
